Fundación Gabeiras and the Museo Nacional Thyssen-Bornemisza are holding a new edition of the Autumn Study Day on Cultural Law, an annual encounter that addresses the challenges of managing and developing cultural activity from a legal perspective. 

In this fourth edition the focus is on community participation in cultural life, a fundamental right recognised within cultural rights. The study day will set out to analyse how legal and legislative instruments can facilitate - or, in some cases, limit - community access to museums and other cultural institutions. 

The programme starts with a lecture on what we understand by the concept of “community” and its relationship to museums and cultural institutions. This reflection leads on to the first panel discussion, which will present various case studies that have successfully opened up the structures of cultural institutions to greater citizen participation, thus generating more inclusive models. 

Following this, the legal instruments that regulate cultural participation are addressed, including the Law on Public Sector Contracts and the regulations on noise and coexistence, analysing the challenges that cultural managers face in the daily application of them and proposing improvement strategies. 

The study day will conclude with an institutional debate on how legislation can contribute to ensuring effective cultural participation, both in museums and other spaces. Taking part will be public representatives and legal experts who will present new proposals and address regulatory needs in this area.
